营改增,你对货代行业做了什么？
       从111号文的国际货代企业按差额证税，至37号文的全额征税，到今年刚实施的106号文只认定与船公司直接签约的代理企业才被视为国际货代而免税，现如今连财政部解读的文件也遭地方“暂不执行”而“触礁”，货代行业堪比中国股市，一路跌停……
       ---自去年8月1日营改增后新政的层出不穷，实际上导致国际货代业日子越来越难过。优惠政策只惠及上游国际运输企业，国内大部分国际货代公司因被视为税务概念上的“二代”乃至“三代”，并不能享受到此项优惠，无法抵扣新政下的任何税负，直接导致税负成本增加
       ---106号文明确了船代不收税，那么这笔税收就转嫁到一级货代的身上，一级货代也只能接着转嫁给下家，而他们获取的是普通发票，也只能给下家开普通发票，这种情况下，下家根本无法抵扣。因抵扣链条的不完善，无法进行任何结算，导致货代资金链断裂
       ---货主流失到船代或船公司，作为夹心板的货代行业生存艰难
       ---因为国际货代企业一般情况下利润率也只有5%左右，好的企业也不过7%左右，要是全额缴纳6%的增值税，几乎就没有利润可言。货代行业撑不过1年

       ---It’s difficult to survive for Freight forwarder. Most preferential policy is aimed at up-chain enterprises. But the otherscan’t enjoy the preferential policies .Now the tax burden increases
       ---We couldn’t establish a perfect withholding chain. So we can’t make any settlement. That will made us run out of money
       ---If the shippers lose to the shipping company. How to survive in the crevice?
       ---On the other hand, it is making no margins if the freight forwarder required to pay 6%of the value added tax.
